I've seen this happen on some 5 1/4" disks over the years. Generally speaking the 5 1/4" disks seem to age better than their 3 1/2" counterparts though.

I was a bit surprised at the response to this project. Most of those cheap Chinese scalers do not give a good display (if they work at all). I guess this is all a bit subjective, but why not use the best display you can? Personally I like using CRTs with the C-64 too. If I want to use HDMI I'll use ...

I think I'll try my Commodore 1950 monitor next. But it is stored away and it didn't work the last time I used it. It can also display 15KHz RGB but has no component inputs.
