Hi!
Take a look to my project: ARM powered C64 and Dual Core C64
A software core for the C64 it's possible, see a microcontroller-based emulator replacing 6510 on C64 board.
and
As emulation is not limited to 6510 I added a Z80 emulator for Dual-Core C64 running cartridgeless-CP/M!
