Did you try the channel select switch on the 64? Also try a composite/s-video DIN cable for the 64.

i am australian so my c64 doesnt have a switch and i dont a composite cable

It could be that a few years ago here in Australia the RF channel historically reserved for video devices such as videogame consoles and home computers was reassigned for other uses. If there is a nearby transmitter using that RF channel then that may be causing the interference.

Get yourself a composite cable, can get one cheap online. RF modulator could be the issue, but you don't want to use RF unless you have to anyway. Composite cable may solve all your problems. Is Australia PAL? Is Commodore PAL?
