These day TVs OK @ 50 or 60 frames/2nd, & not rely on color coding, so probable work OK using phono or SCART.

Every Vizio TV I've bought does PAL. I usually pick up the cheap, small ones and use them as monitor replacements for my PAL stuff (I have a PAL C16 and Plus/4 hooked to mine with no problems).
